Cement and concrete are not the same thing, even though people use the words interchangeably every day on the job site. Cement is a fine gray powder that acts as the glue; concrete is the finished, hardened material you actually pour, made from cement mixed with sand, gravel, and water. In short: cement is an ingredient, and concrete is the product it helps build.

I’ve been pouring concrete for a long time, and I still hear folks call a driveway a “cement driveway.” No big deal in conversation, but if you’re buying materials or figuring out a mix, knowing the difference will save you money and keep your pour from failing. Let me break it down the way I’d explain it to a homeowner standing in my driveway.

What Cement Actually Is

Cement is the binder. The most common type is Portland cement, a powder made by heating limestone, clay, and a few other minerals in a kiln, then grinding the result into a fine dust. On its own, cement does almost nothing useful for building. Add water and it starts a chemical reaction called hydration, which makes it harden. But cement paste by itself is weak, cracks badly, and costs too much to use in bulk. It’s the flour in the recipe, not the bread.

You’ll buy cement in bags at the store, usually 94-pound bags of Portland. You rarely use it straight. It’s the active ingredient you combine with everything else.

What Concrete Actually Is

Concrete is the whole recipe put together and cured into a solid mass. It’s what your foundation, sidewalk, patio, and footings are made of. Concrete gets its real strength from the aggregate, the sand and gravel that make up most of the volume, all locked together by the cement paste.

That’s the key mental picture: cement is one ingredient, concrete is the finished product. Flour versus bread. You can’t build a foundation out of flour, and you can’t build one out of plain cement either.

The Ingredients in Concrete

Standard concrete is four things:

  • Cement (usually Portland) is the binder that glues everything together.
  • Sand is the fine aggregate that fills the small gaps.
  • Gravel or crushed stone is the coarse aggregate that gives concrete its bulk and compressive strength.
  • Water triggers hydration and makes the mix workable.

Get the proportions right and those four ingredients turn into something that holds up trucks for 50 years. Get them wrong, especially too much water, and you get a weak, dusty slab that spalls in a couple of winters.

Mix Ratios: How the Recipe Works

Concrete is mixed by ratio, cement to sand to gravel. A few I use all the time:

  • 1:2:4 (one part cement, two parts sand, four parts gravel) is the classic general-purpose mix, good for footings, foundations, and most residential slabs. It lands around 3,000 PSI.
  • 1:2:3 is a stronger mix for driveways and structural work, roughly 3,500 to 4,000 PSI.
  • 1:3:6 is a leaner mix for non-structural fill and blinding layers.

Water is usually about half the weight of the cement. More water makes the mix easier to place but seriously weakens the final strength, so resist the urge to slop it in. When You Use Each One

You use pure cement (or cement-heavy mixes) for thin bonding jobs, patching, grout, and mortar, though mortar also has lime and sand. You use concrete anytime you need structure and volume: slabs, footings, piers, steps, driveways, and foundations. Common Mistakes I See

The biggest one is using plain cement where concrete belongs. Someone patches a hole with straight Portland and water, and it crumbles by spring because there’s no aggregate to hold it together. Add sand and stone.

Second mistake: adding too much water to make placement easier. Every extra cup of water lowers your strength. Third: buying the wrong product.
